There isn't a folder called portal ... I would send a screenshot but this forum doesn't have that as an option. The site is on Godaddy so I am wondering if it has something to do with their installation procedure.

Alright, so you don't have access to the file system, from what I'm gathering. Does Godaddy provide you FTP support?

the /PORTALS/_default folder is what you see when you go to the HOST/File Manager page. 

The /PORTALS/##/ folder is what you see when you go to the Admin/File Manager page.
