In a skin package I have included a basepath element to install the skin into Portals\1\Skins\WEBPCTest however when installed by placing the skin package into the Install\Skin folder and using
http://www.yoursitename.com/Install/install.aspx?mode=InstallResources
The basepath value is ignored and the skin is placed in the Portals\_default\Skins\WEBPCTest
Anyone else getting the same result?

AFAIK , the installer auto installs skins as if you were a host user.
(in the _default folder)
If you want to install for a portal, you should install manually from Admin > Extensions
