I have a created a module.  I am setting border styles for a table within CSS.  I have done this both inline and with module.css  On my local development machine the CSS works fine in IE and Firefox.  When I copy the module and module.css out to production server the CSS doesn't work completely in IE but works fine in Firefox.  The difference between the local dev install and the server install is the skin package we are using. 

I though the module.css should be at the top of list as far as css properties??  I have had so much trouble with CSS in DNN... Does anyone have a solution that works all the time.  Where/how do i implement CSS to get it to work.

No, the Modules.css file is loaded first all the other ones are loaded after that.
This is to make sure a skinner can overrule your CSS.
