I like to give back... so this is a post of a fix rather than asking for help.  but if anyone has a more elegant solution, please let me know.

The problem..  At times the module settings page will break a design when X (width of additional column) + 725px (width of module settings) > design width.   Or, more to the point, the module settings content is hard coded for 725px... and you want it to be less than that.

To change the module settings width you need to open /admin/modules/modulesettings.ascx.

Search the file for pesky inline styles and remove the width or set to your liking.
