how can i fix a <td>, that even someone insert a large picture in it, it remains fix and resize the picture ?

sorry, but AFAIK a td cannot resize a picture.

Controlling the size of an image should ideally be done before it's uploaded, but if you really need to limit the dimensions of one it can be done using CSS. What you'll need to do is tag the image or a containing element, which I'm guessing will be a TD, with a class or ID and use the following:

For a tagged img element with a class

img.classname{
width:100px;
height:100px;
}

For an image inside a wrapping element with an ID

#idname img{
width:100px;
height:100px;
}

I did a quick test and this should override the width and height of the img.
