I developed some modules on my workstation using DNN 4.5.3.  We installed DNN 4.5.4 on the server and when we installed the modules we got the below error.  However, I upgraded my workstation's version to 4.5.4 and the modules still work there.  I even created one module that does nothing but change the text in a label with no database access, and I still get the error.  This is pretty urgent and any help would be greatly appreciated.

How did you create the module package? If you have sub directories in the .zip file it will throw this error. Create the module package using the create module package link. Also check the box to allow DNN to create the package manifest.
