Yes!! I found the solution!

You have to select "import module definition" instead of "Create Module Definition" in "Module definitions" and then select "add control". I added the view control of the module I created, Now the "Create Module package" link apears in my edit module form.

I'm not sure why your situation was not working but the "Create Module Definition" does work. Perhaps the folder name was incorrect in your module definition? This will cause the export link to not work.

I have found that if you do not Import the Module with the manifest the Create Module Zip does not appear. Maybe it requires the dnn file to be present.

I had the same problem mentioned here and Michael was right: the folder name did not match the name in the module definition.

I've started with a starter kit template (c#) and it created the ModuleName folders on the physical location, which I renamed to my real module name.
But in the module definition file there was an entry like

...
<foldername>YourCompany.myRealModuleName</foldername>
...

During development everything worked fine, but the "Create module Package" - link was missing. After removing "YourCompany." from the <foldername> - entry (and re-import module definition, the link appeared...

If anyone is interested in another approach, here is a great way to package modules using NANT scripts.
