I am using the following in order to locate the what Documents Modules are in a User's Portal.

Select ModuleDefID from ModuleDefinitions where FriendlyName = 'Documents'

Is this always going to work in any DotNetNuke Portal anywhere in the world (always English)?
  - Or -
Can you always assume that the ModuleDefID is going to = 95?

You can not assume that the ModuleDefId is always the same.

Though FriendlyName is not localized inside the ModuleDefinitions table, it might be altered by the user itself.

I recommend using ModuleName or ModuleName and FolderName, that needs to be unique.

I was wrong, FriendlyName will not change inside ModuleDefinitions, only inside DesktopModule. So your first approach should be fine.

I was wondering that, but was hesitant to make the claim myself.  Not without an expert opinion to back me up, thanks.

I am writing a module that, through its settings, will look at any single instance of any standard “Document” module.  From that, it will find the youngest document and “send” the name to a receiving module.  The receiving module will display that document's contents.

If all works well then the most current newsletter/document in storage will always be on display automatically.
