While it may not be news to all it may be to some.
 There is a version 3 of the IE developer toolbar and it has some nice ID, Class and CSS options.
 It also seems not to use the top of the browser menu area now but is available only from the foot of the page.

While I am glad that some features are finally making it into the IE DevToolbar, the bottom line is that it comepletly fails in comparison to the Web Developer Toolbar for FireFox.

Use Web Developer Toolbar and FireBug, both for FireFox, and you'll very rarely need any other plug-ins for skin, css, script development and debugging.

The best part about the IE toolbar, IMO, is the pixel ruler. Otherwise I use the FF tools.

There is a FireFox add-in called "MeasureIt" that sits in the status bar that does this as well. Very neat little widget.

I have been using a little screen ruler program for years.  Because it is a stand alone executable, you can use it for any window or screen object.  You can also set it to stay on top all the time so that you can navigate sites without it getting in the way or having to reset it, very cool.
