I wasn't as worried about the actual clouds as I was about implementing a flexible tagging service/engine that would interface with a tag cloud, but also give the flexibility to allow end-users to add tags.  A good example I would suggest looking at would be when you post to a thread at ASP.Net Forums.  Below each post, you can add or select tags as you see fit.  This is the kind of flexibility and usability I am looking for.
