Hi all,

does anyone know a module (or a way) to force a user to fill out a bunch of questions (form) before we allow them to download a file?

We've recently build a custom module for a client that does just that.

Depending on your exact requirements, this might also be doable with XMod.

Most form modules will let you accomplish that (i.e user submits a questionaire then gets redirected to a hiden page to download a file).  However if you are looking for additional flexibility such as register the user to one or more portal roles, answers must match certain criteria or even payment with Paypal before allowing access to download the file then I think you'll find that Enterprise Forms will suit you needs very well.
