I am specifying the maximum number at page quota and user quota, but pages and users are not been restricted.

Who are you logged in as when adding users/pages.

Loggin as admin and the quotes for pages and users should be enforced.  It is not enforced for host users by design, that way if needed the host could add a page to a portal above the quota while still limiting the administrator of the site.

Any update on if the quotas were enforced when you logged in as admin.
