I am using 4.9.0 and assigning Roles at automobile dealerships:  Salesman, Sales Manager, Site Manager.

Whenever I place a user in any of these roles, I get "site churn" (green bar takes forever to open a page and then gives up) after I login any member of any of those Roles.  If I take that person out of the Roles and give them permission individually by entering them in the settings section of a particular module...they will work and the page will open up.  It's as if being in a Role stops everything.

Is it because I am using 4.09.0?  Please help.

I figured it out.  Well, what I mean is that I putzed around with it and it seems to work.  Here's what I did:

I went into the user(s) and noticed that, while they were registered users, they weren't subscribers.  I remember deleting them as subscribers, thinking that this role was unnecessary.  I put them back as subscribers, added them to the sales manager and site manager roles, closed all open browsers, went back in as a user name which included those three (3) roles:  subscriber, site manager and sales manager and....oila!  Everything works!  No page churn on the green bar below.  Instant authorization!

So, I guess if you ever decide to delete the subscriber role in the name of good housekeepting...fahgettaboutdit!
