I finally solved the issue.  We forgot to add permission on the database itself as well as missing the step for IIS for NETWORK SERVICE  once that was completed we were able to install and run it.  Thanks for you input!

Glad to hear you got it working.  Would you be willing to email me your web.config file so that I can use it as a template to get mine working?  You can substitute the password for something else.  This would be greatly appreciated.

Dont worry about the config file, I got it working.  It had nothing to do with the config file afterall.
