On a page, we have a module with "Display Container?" setting not checked and the page container is set to <Not Specified>.   The module displays without a container when viewing but when you select new or set ctl to a key, it displays the site admin container. 

Any ideas on how to show a edit control without displaying the container or use the "no container" container skin?  

If we set the Site Admin container to the No Container container, we can not access the actions menu.
