I need a module that non-admin users could use to upload particular files -- perhaps restrictable by type, file, and location. 
I have a client whose employees need to be able to upload large files, and he does not want to have them deal with FTP, but they need to be stored in the folders (vs DB) so another module can access them.
I am not sure why I cannot seem to be able to find one out there which can do this.  It seems a basic process that many people would need...  I would even be happy if someone repackaged the FileManager as a normal module (I don't want to have to deal with learning how to repackage...).
Any help out there???  Any ideas on who might already offer one?

Have you checked the core project 'Repository'?    http://www.dotnetnuke.com/DotNetNukeProjects/ModuleRepository/tabid/830/Default.aspx 

It seems to work well, my only wish for it is that it could it would allow users their own private upload space where others can't access.

Tim,

there is a non-admin version of the file manager available for free from www.effority.net, but AFAIK  neither of these modules will handle upload of large files. you might have a look at speerio file manager or other commercial components, maybe DMS/DMS Lite from Bring2Mind fulfills your needs.
