I did that by modifying the template in the Module Settings for the Announcements Module.  For example, I wrapped the [TITLE] token in the template with a < span class="{name your css class here}" > < /span > tag.  You could also do this with a div tag as well.  Then just add your css class to one of the css files with a rule to change the text to orange.
