Is there a set of security settings that will lead to only the Creator of a particular Announcement to be able to edit it?

Thank you for the response.  Much appreciated.

Do you know of any other similar Modules that might do this?

I have been surprised to see this in several of the Modules.  I would really expect a very basic requirement, one consistently implemented across all Modules, would be the ability to secure edits of info to the original Creator.

An instance of the forms and List (formerly User Defined Table) with a (possibly very!) customized XSL transform might meet your needs here; this module supports the concept of editing one's own data.
