Feel free to start a new User Group if there are no User Groups in your local area. However, please note that in order to be recognized as an official active User Group and receive benefits, you will need to have a minimum number of members in your group. This criteria is intended to emphasize the fact that a substantial benefit of the User Group model is networking with other members. Therefore, it is generally better to join an existing group than to create a new group ( geography permitting of course ).

How many people exactly is needed to start the new group? Is there any official/unofficial rule for it?

I don't know what the exact number is, but I would suggest just trying to make sure the group is active. Have regular meetings, spread the DNN word, get people posting in the forums. That will go a long way to getting your group recognized on more than just the groups page.

Thank you, Chris.

By the way, thank you for helping me fixing my first module(Alphabetical Sitemap) at DNN training in Las Vegas.  I was going to send you a message after I finish the module but you caught me here. haha.  After the training, a couple people including me decided to have a group in New England Area.

I am looking forward to see you again in future conferences/trainings!

AFAIR you need at least a handful of people and a few meetings to be regarded as active - but I am not sure if this is an automated process or needs personal review by our Community Evangelist Leigh Pointer. I do not think there is an official number anywhere, but that really is not what is important. What is important is that you have at least a small handful of folks that are just as passionate as you about talking about DotNetNuke.  Then, you can provide value to all that come by having guided discussions and/or speakers about a specific topic - although an occassional no-holds-barred roundtable is very good too.
