Hello,

I have two Parent Portals with with different URLs.

Portal 1 is missing all images and styles.  If I click Login link it takes me to Portal 0.  How do I fix?

Also, Portal 0 has an alias to foo.com and foo.com/dnn

Portal 1 will not work unless i have both roo.com and roo.com/dnn aliases.  if i leave roo.com/dnn out, the roo.com forwards to foo.com.

In my point of view, your config is bad.
Your portals can't have alias like DomainURL and DomainURL/VirtualDirectory at the same time. It's the one or the other depending on your IIS configuration. I think you probably added a virtual directory called "dnn" which point to the physical root folder of your DNN installation. But you've probably set up the website in IIS on this folder too. Consequently, I suggest you to remove this virtual directory which is unnecessary and remove the 2 alias which contain /dnn.
I hope it will help you.
