If DotNetNuke is runing in an ASP.Net v 4.0 (rather than 2.0/3.5) application pool make sure that the web.config file's httpRuntime element has been modified to include the following attribute and value:

requestValidationMode="2.0"

for example:

<httpRuntime useFullyQualifiedRedirectUrl="true" maxRequestLength="8192" requestLengthDiskThreshold="8192" requestValidationMode="2.0" />
This change should have occurred automatically when an ASP.Net v 4.0 application pool is detected but can (along with other nececessary changes to web.config) can fail in certain cases.

Thanks for the response Bill, but that does not appear in my web config file. When I add it to the line it errors out.

Found the problem.  The hosting site did not have write permissions enabled.  Once I did that, then everything worked fine.
