New to DNN and have a question about hosting a file for download.

I want a user to be able to navigate to a specific url to access a .pdf I was able to do this by placing the file at the root folder on an old server, but now in DNN, if I place files there and try to navigate to that URL (see convergence365.com/msa.pdf for example of what I am trying to do in DNN) I am not able to access the file.

Is this something that is possible in DNN? I also am interested in how this works across multiple portals. Thanks!

That should work. Are you getting a specific error? Typically files uploaded via DNN get posted to a subdirectory under the root, i.e.:

\portals\x\

Where x equals the ID of the auto number field in the portals table that matches up to the site.

Since all portals share the same root directory, you can access files across directories by putting in the associated root directory path, and portal directory, i.e.: www.mysite.com/portals/x/filename.pdf

So I was able to access the file by http://www.convergence365.com/portals/9/msa.pdf, but I would like this to be just .com/msa.pdf if that is possible. I don't want to have the /portals/9/msa.pdf

See if you're able to manually upload the PDF to the root directory of your website and see if that works.
