So we have a client that has the Evoq license. Do they have to purchase a whole new license doubling their current cost just for us to develop them a new site in a non public facing server/url?

no afaik. When you have an unlicensed installed you will get an error message that the license has expired on every page, but everything is fully functional. But I am not a member of DNN Corp, so I don't know for sure if this is a correct answer.

Anyway: Everything you develop on the DNN Platform should work on EVOQ as well.
