Hey DNN community. I've never worked with DNN before so forgive me. 

My new client's website is built on DNN and it needs a facelift. I hired a guy on Upwork to mockup a new homepage including a new header and footer. 

The Upwork guy is saying he needs Cpanel access to implement these changes. Is that true or should he be able to do it from just logging into the site and editing like normal?

First welcome to the DNN Community. As the big banner above is saying, this forum will be discontinued, so let this be your unique post here. Please click the button above, register on the new community site and start your discussions there - also this thread, as there are much more people over there that may help you (and maybe my answer is not correct, as I don't know CPanel really).

Now to your question: I would say no. He could do a design, present it and - when your client is satisfied with it - create an install package that you can upload as an extension to the web site. You then have to apply the skin (which could be a bit challenging when you have a large website and there is too much layout definitions on the page and/or the module containers, but is not a real problem), and that's it.

There is absolutely no need for a designer to gain administrative permissions, not for the work and not for installing. The great thing with DNN is that things like design, content and business logic are completely separated, which makes it highly extensible.

ask your guy about his knowledge on theming of DNN platform sites - I fear it is rather limited.
