I have a DNN 5.5 site on dev server with win2003 on it.  It's performance is fine.  I deploy this to production by copying the site to the prod server still pointing to dev database, it's visibly slow.  The prod web server is win2008.  I run db trace and when I do simple things like login/logout from prod DNN web site, the db calls were reasonably fast and between the last db call to when the page actually renders, there's a lapse of about 30 seconds there.  This is of course unacceptable.

So I develop a non-DNN test web app to hit the same dev db, deploy on prod web server, it's fast.  I guess I can conclude that it's due to DNN framework?  How can I make it faster?  it's not even "put side" like others have said.  The site is well alive and doesn't need to be waken up b/c I test login / logout constantly and if it's low, it should only be on the first page hit when the site is waking up.

If you compare the DNN with a own simple developed Website, compare the dll file size.  ASP.NET sites compiles on hit the site the first time the dll files that are needed.  So it is different on the performance if I compile a application with short or big functionaly and database tables.  

If you used a remote database that is on your home there could also restrictions to your traffic.  So a local SQL Server or a SQL Server with a reach standing line (e.g. 150MBit) want be farster.  The use of a SQL Server also needs for a good perfomence a high Memory.

30 seconds is for sure to long, you may increase caching, but it sounds to me like there is a timeout waited for. Did you make sure, Transaction log has been truncated?
