When We fill SEO fields of each page, Where will use SEO field in Site settings page?

Another question is, have it problem that we use one or two share keywords for all page? for example we are DNN provider in Middle East and Iran, and all page content is about DNN and making DNN portals, samples, etc... So,  If we use "DotNetNuke,DNN + other special keword for each page" on Page Settings SEO Keyword field, have it a problem and got a penalty from google because we repeat it on all pages? Is there any better way to make strong SEO with DNN?

and Last Question, Would you please provide us complete source for Anything about SEO with DNN?

The site settings will be used by default if you don't specify in page settings.

However, keywords are not as relevant in SEO as they used to be.
