I was thinking "use relative links" in Host -> HTML Editor Manager meant all links would be relative - meaning the page:
http://www.mysite.com/Home/Info.aspx

Would be written out in the HTML as
/Home/Info.aspx

Is there a way to do this using the HTML Editor? I like to restore the production database to the dev server but with the FQDN in the link I would have to change every link on DEV

I suggest switching to CKEditor, which includes this feature (download for free from http://dnnckeditor.codeplex.com)
