The new module (03.03.07) is missing the field where we were supposed to enter the email addresses for the people who should receive the notification. There was such a field in previous release.

I suppose that if the enrolment is enabled, the notification will be sent to all enrolled people. Not sure that this is how it works. But, there is no sense in removing this field when enrolment is not enabled.

Alternatively, the implementation can be fixed to work as the newsletter, where you choose the addressees by their security role.

Actually, this is implemented as a User Notification request...  We felt that there is already a way in DNN to broadcast to users.  However, there was no way for Users to request a notification...  more considerate of users, less obtrusive.   The option is still on the table to allow requesting users to receive a broadcast message...in other words, if you want to broadcast unsolicited emails about events, there are probably better ways to perform this function than an events module.

If this was the intention, it should have been implemented in a much simpler way: just one click on a button that says "remind me" with a drop-down for time before the event. It should have been included in the regular display of the event, and not hidden under a [+] in the edit form (which only users authorized to edit the event can reach).

I agree that sending a simple broadcast to users can be done via other tools, so it can be removed from the Events module, but it would still be good to allow a notification to people who enrolled to the event. This would be good to let them know if the event has changed location, or is delayed etc. or just a courtesy reminder, so they will not miss it.

By all means, if 1) you can re-design the UI and 2) get all of the Users of the module to agree...please be my guest.  This is already a fairly complex module with all of the features...  Sometimes, it's better to take the source code (plenty of good techniques and examples) and re-write it for your own needs.  I have done this on several modules...but do not inject my own bias into the main module as many are completely happy w/out-of-the box, free functionality.
