I had this problem upgrading a module on DNN 5.4.1, due to the missing elements in EventQueue.Config. A point to add is that my site was upgrade to DNN 5.4.1 from DNN 5.2.1. So something in that upgrade did not update the config file. I've just renamed my config file, and await its recreation :-)

For those upgrading the Events module from prior to 4.1.0 this will impact you, since the upgrade logic will not run, and this is a fundamental part of the 4.1.0 upgrade.
