AFAIR there is a kown issue in Upgrade package, you may obtain proper file from install package instead.

I just opened the 5.5 install zip, and the file in question /admin/portal/template.ascx cannot be found in the zip.
There is however, a template.ascx in the /desktopmodules/admin/portals/ folder.

I copied the template.ascx and template.ascx.vb files from desktopmodules/admin/portals to the admin/portal folder and it cleared the error.  I haven't tried using it though.    Hopefully the proper path will correct in future updates.

this sounds strange, but I have no clue atm. try whether it is working correctly.

It seems there is a problem with it.    I need to create a fresh install to see how it is supposed to work, but it seems that the save command is not displaying or working, though I see the box for the "save" command and the save icon.   The cancel command is there with the icon.   

The template module shows in the drop down listing, for adding a module to a page, and it loads the same way as it was on the portals page.    However, I do not see any Template Module under Module definitions.   I had thought that I just needed to update the definition, but it does not show.

It is possible to just get this module, and install it again?
