On another install, just upgraded from 4.9.5 to 5.5, the template module isn't there at all.    Not in the drop down for adding to a page either. 
Strange.   I used the exact same intall package, though this site is not as old, and started on on DNN4

Exactly which files or folders should I extract form DNN 5.5 install?

I'd extract all files besides Web.config and app_data/database.mdf

I found it! My problem wasn't the install package. I needed to swap the web.config with the release.config. I copied db access values and machine encryption values from the original web.config and used the structure of the new release.config as a new web.config instead. :) :)

Here is the solution for the anoying "Admin/Portal/Template.ascx" problem..... the host/Portal is also another module that needs updating. A fault in its Modulcontrol referens must be adjusted. Run this script:

UPDATE [dbo].[ModuleControls]
   SET [ControlSrc] = 'DesktopModules/Admin/Portals/Template.ascx'

 WHERE [ControlTitle]='Export Template'


This definately fixed my problem :)
