You can try to go into the Login site and open the Login Module Settings, save the Settings.  If the issue is gone it was the issue Richard has mention.  If not it Looks more to an upgrade issue with the configuration on IIS, permissions or database.

He CAN manage users from the host account.  So he can write to the DB.

I had a client having same issues in DNN 7.1.x.
Entering module settings and saving it solved it ( you might have to do it per module).
I still need to write a SQL script to fix it for all admin pages after upgrades.

Hi Sebastian,

Could you let me know exactly what you clicked on to do this? I.e. the steps. I looked at the User Module, then found an admin user, went to their Roles, clicked on the Administration, then clicked Add. Perhaps I'm missing something here?

I'm still not familiar with DNN 7.

 Appreciate all your assistance here guys. It would be nice to find a solution for everyone. I've also asked the Host to upgrade to DNN 7.1.1. I'll let you know if this helps. I've checked the SQL User tables and everything is on order. Plus, I don't think it relates to this issue, but was worth checking out.

As I have descript before, you have to go to admin / Page Management  and open the Login page (would do in new window), set the page into edit mode, and open the Module Settings check the permissions and save it.  Do same with the Registration page.  As Sebastian mentioned I think it have to done also with all other admin pages.
