Upgrade process went smooth and all scripts showed success. For some reason these placeholder (in default.aspx) are not working after upgrade. no error but no css or js files in the head. Unable to get a postback for login so unable to access site and no CSS or JS gets loaded. have tried a different skin by editing the hostSettings table. No relevant error in event log. Maybe a rogue dll still in the bin directory? Any advice appreciated.

Code:

     <asp:PlaceHolder runat="server" ID="ClientDependencyHeadCss"></asp:PlaceHolder>
    <asp:PlaceHolder runat="server" ID="ClientDependencyHeadJs"></asp:PlaceHolder>
    <asp:placeholder id="CSS" runat="server" />
    <asp:placeholder id="SCRIPTS" runat="server" />

most of the times, if CSS and JS is not loading, there are either permissions missing for anonymous Web users or you forgot to unblock the downloaded package, prior to unzipping upgrade files.

thanks - Using Server 2012 - I checked the original download zip and also all included zip files for being blocked and there is no button available on any of them to unblock. Also, I verified anonymous authentication is set.

There are still resource files and zip files in the /install/providers directory but if I browse the site using /Install/install.aspx?mode=upgrade, it gives a blank page.

May have found a fix but not sure if it's the right one -

I had removed all references to clientDependency in web.config since 7.3.1 did not have any clientDependency entries in a new install. So after  I put them back in web.config, the CSS and JS start to work again. Not sure why a fresh install does not need them but an upgrade does?
