The upgrade finishes in 10-20 seconds and says 100% Upgrade Complete. No errors. No logs. 

But when I click visit website it takes me back to the upgrade screen again.. rebooted server, tried a few more times.. same results..

please try browsing /install/install.aspx?mode=upgrade

what does the InstallerLogyyyymmdd in Portals\_default\Logs say?

Thanks guys,
It turns out I made a "little" mistake.. downloaded the Install package instead of the Upgrade one.. first time this happened in 6 years!
Upgrade package installed in 10 min, no problems, I'm very happy that the site settings access error is gone! Gave you 5 stars on Codeplex!! :)
