1- Create a View.ascx module in dnn 9.1.xx use dotnetnuke.entities.modules and the respective PortalModuleBase in the class, by adding the module generate Error View not available.
2- If I put in the view the Inherits = "DotNetNuke.Entities.Modules.PortalModuleBase" works. What is the error in point 1?

I have solved the error. by directing the dll of my project to the root bin folder. Thank you.
