Hi, in the newsletter module, admin can upload attachments from local machine and send mails. But if a non admin has access to newsletters, he/she can only add exisitng files (selected via drop down) and the "Ulpoad New file" hyper link is invisble to them.

How to enable the hyper link for all users in this module

To allow users to upload files in DNN you must give them permissions to a specific folder. You can do so through the permissions interface on the Admin/File Manager page. From there you can control permissions on individual users, or on roles.
