I want the feedback module to be on the bottom of each of my pages.  I would like the container to be "minimized" and the title to say something like "Click here to leave feedback".  Then when they click on the [TITLE] it will maximize the feedback module showing them the entire feedback module.

Basically I think that many people are too dumb figure out that they need to click that little tiny " + " that maximizes the module.  So how do I hake the title of the module act as the minimizer and maximized for this module.
