Hello sir,
Is it possible that Repository module show download link of files which are previously uploaded in any folder?

Or any other way to show files from any folder and user click on Download link and download files.

No, the repository module can only present file/item info on items that were uploaded using the module.  Switching the [FILE] token in the repository template you are using to [URLCONTROLFILE] will allow you to select a file that already exists on the server, but you still need to fill in the other info, like Title, Description, etc. during the upload process. There is no 'load' or 'bulk load' capability in the module since there is other info needed for each item.
