Normally yes. It's a strange issue. did you try upgrading to the latest version of FnL?

Some time has passed... in the meantime the site has been upgrade to dnn 7.3.4 and fnl 6.1.0. A completely new skin - dnn 7 compatible and responsive, obviously - has replaced the old one. No other modules on the same page that could create conflict. "dnnpanels is not a function" is still there! Any further idea?

Franco and Tim, just checked some of our installations of DNN 7.3.4 with FnL 6.1.0 and all of them has the same problem.
Have you any idea how to fix this?
When we tried to load the jquery.js in the skin the Admin meny stops working

You should use the jQuery skin object to load jQuery from your skin.
That avoids it from getting loaded twice.
