I think i just figured this one out.

You need to give your 'registered users' edit permissions to the module.

This is in the forum admin guide, page 16

it works fine now

Ok I found the answer to this in the documenation

In your forum go to the settings and you have to allow edit access to the users that you want to be allowed to post...

I can now post with my user account and that account does NOT have access to the forum setup/administration.  I am not exactly sure what determines who can edit the forum settings but at least users can now post!!

Still having trouble with this:

I've gone into the forum settings and under 'General Settings' I have added 'Registered Users' to 'Authorized Edit Roles'

The test user I have has the 'Registered Users' role but cannot post.

Is there an additional step?

You must set this in the MODULE level settings which is in the actions menu, not the settings from the forums home page. 

This setting is the standard module view/edit setting that you have available in all modules.

Ah... I'd seen that option but thought it referred to access to the forum settings...

I now have registered users able to post (though strangely the 'New Thread' option shows in the header of the forums block but not the footer).

Thanks for the help!
