We are having issues allowing users to create or even respond to the forums. What setting are we missing?

See User can not Post a few entries earlier... basically you must give users edit permission for the module (Module Settings).  Supposed to be fixed in an upcoming release - don't know when that is.

Is there a way to set it so a moderator must approve the posts before they show up on the forum?

Yes, set it as a moderated forum. Understand that 'trusted users' avoid moderation.

Weird. I have done that and it still allows posts.. I haven't checked the box "is trusted" for any of the registered users. I set up myself as global moderator for all forums.. Is there something I might be doing wrong?
