Is there a way to make a user "Trusted" by default in a moderated forum?  This way users can post freely unless they behave badly and are then restriced.

No, there is no way to do this and there won't be in the next release, at least, if ever.

I understand everyone has their own requirements but let me run something by you. It is much more difficult to take something away, such as the unmoderated privillege, than it is to reward them. Part of building community is building some level of trust and respect for one another. I am not saying these people would allow the other to take guardianship of their kids or anything like that, but respect is a big part too. I moderate on here, asp.net and another forum and the majority of the time you need moderation just to avoid duplicate posts for new users. You don't want your sites content cluttered up with duplicate posts. Now, if it is a very small site you can use unmoderated. I am thinking about adding a feature to moderate someone in unmoderated forums as well. This check would only occur in unmoderated ones for a flag that is something like Always Moderate. By default this new feature would be false. This would allow you to run a site with unmoderated forums but also stop those very few from posting without a watchfull eye.

Thanks for the response.  This is a fairly small site, approximately 100 members of the forums.  I'm looking for the ability for a designated person to be able to do things such as delete duplicate entries, and still allow the user to post immediately.

A couple of other questions: 
1)  Is there a way to give someone access to some or all of the module's administration without them being a site administrator?
2)  Is there a way to adjust the profile of a user that hasn't logged into the system yet?  For example, for these private forums area, I was trying to give a user authorization after registration and then immediately give them trusted status.  But, it appears they need to have logged into the portal at least once.

1. If someone is tab admin they can do all the administration of the module. There is no other way besides site admin.

2. Currently, there is no way for this to happen because you have to create a user record for each user. There is no easy way to do this outside of creating a scheduled task to automatically do it, say, once a day. I am not sure we, the project that is, want to start a trend like this and perhaps in the future there will be a better way.
