How to create an activity manager in forum module?

Wherein the user is asked to do forum postings on a regular basis. In order to remind the user posting in the forum, a motivational question and an advice what to do. Respectively an idea what to post now.

This pop up shows the favorite forums of this user, ready to click on the link and get transferred to the respective forum. The activity manager in the basic version works like the calendar invite reminder of outlook. There is a pop-up window that reminds of taking action.

Like with Outlook the popup comes together with a tone. The activity manager can be turned off through checking a box. It should also track how many postings were done in this week and if the user achieved his/her marketing goals.
