It is very unclear you have to click the small folder icon to expland the forums list, before you can enable tracking
Tracking has a checkbox for a forum group. You can select that one, however it is not used and does nothing.
After some hours debugging it became clear that the folder icon can be clicked to expand it and that these forums can be selected for tracking

Can this be improved? Remove the checkbox for the group or make it work. Better indication that the forum group can be expanded into a list, or have it expanded by default

This is a limitation of the core's built in DNN Tree. I agree, this is not intuitive. I am working w/ the ClientAPI team to see what we can do about this in the future.
