well cookies too... can you tell what's the order NOW? I mean with latest version, 05.06.01.
And why should this change? Beter to have the possibility to configure order then ;)

Accepted Answer 
If browser language detection is enabled, language for Anonymous users is taken from browser settings, if no matching language is enabled, portal default language is used.
when being logged in, language is taken from user profile.
subsequently, the user may change language using language selector or language parameter in url. Selection is stored in a cookie, which may serve selected language, if not contained in URL. If content localization is enabled, there is a distinction between UI language and content language with UI langauge always defaulting to User Preferred Language for registered users.
