DNN 6.1.3 CE: 

I'm trying to change the pop-up help content on the Password and Confirm Password pop-ups on the Register page. In Admin > Languages, Local Resources > Controls > App_LocalResources, I see the following files (in the tree):

User.ascx.Host
User.ascx.Portal-0
User.ascx

All 3 files have the correct content in the 'Localized Value' column. But when I browse the site and click Register, I see the default help text.

Can someone point me in the right direction?  Thanks!

you find the following files in your file system:
User.ascx.resx, User.ascx.Portal-0.resx and User.ascx.Host.resx
Only the first one should be listed in the language editor, displaying the other two is a bug.

  • User.ascx.resx is the default file, coming with DNN
  • User.ascx.Host.resx is created, if you edit the file usint the Host mode. it provides a translation for all web sites, overriding the first file
  • User.ascx.Portal-0.resx is a web site specific adoption of the file, overriding both others.

if the text contained is not displayed, there might be a localization issue, not using localized value. if you switch "ShowMissingKeys" to true in web.config, all texts should be preceeded by "[L]", all captions and help texts without the "[L]" are not localizable and should be reported at support.dotnetnuke.com

Turns out the correct .resx file (for text the end-user sees on the registration page) is located here:
\desktopmodules\Admin\security\app_localresources\user.ascx.resx
