please go to Languages in Admin menu and make sure, all languages are enabled.

Hi There,

 Just to let you know, I got to the bottom of this problem. It was because there was no content that had been published on the site.

 Once the multi-lingual content in the modules had been published then the flags showed up without a problem.

Thanks again for your help.
