Found this problem on my page, too. Described solution didn't help.

There is no problem with access to images. It is this way: when I am logged off - whole <span> tag with flags disappear at all.

This problem appears on my first site. On second sire, *the same* dnn:Language code works fine. Strange....

It's been a while but I ran into the same issue. What solved it (after enabling languages, localize the content and setting right permissions) is that in admin-languages you need to check 'active' on the right side of the language. Nice feature but one needs to know it exists... (This was done in a 7.4.1 setup)
