I am converting a module that I developed over from version 3 to version 4. I have created a custom login that allows the user to enter an email address instead of a username (Pretty Cool). The new login control works fine but when the register controls loads I get this error. I have checked this directory and the resource file is indeed in this location. I believe this to be a product of the core and I have looked at the localization.vb file and I haven't been able to track exactly where this error is being thrown from. Any assistance would be greatly appreciated...

Somehow your module seems to be accessing this file. So make sure the file is there, is correctly spelled and access rights to the file are ok.
Also you can look in Admin->Log Viewer for more details, maybe this can give you more information.
