Assign a different skin to the page, it seems the page has a skin applied to it that doesn't exist anymore.

Or don't you get to the page at all?

Is there a way to apply a skin to the entire portal or do I have to do it page by page? The only page that will allow me to change the skin is the host skin page. When I apply it though, it only changes the skin on that page and not the whole site.

You can set the site's skin:

In the control panel click : [Site]

Under appearence Set the Portal skin for the site

The Admin skin is used only if you edit content or open a Admin or Host page

I received the same error. I restarted the server and it fixed everything.  Appears to be a bug or permissions issue.

it should be enough to restart the application (not the server) from host> host settings

The issue is most probably a windows issue: a folder delete command is issued, but there are still file handles open. Windows marks the folder as ready to be deleted, but as long as at least one file handle is open, the folder cannot be deleted. Restarting DNN will release all handles dnn has on the folder, which frees up the folder
